Bleach, my dear friend :P I would probably recommend either using a proper bleaching kit or getting a hairdresser to do it though...

if i were you, i would keep the color of your present hair because bleaching dark hair can result in major hair damage and you'll turn out looking like a scarecrow, buh everyones hair is different.

The white haired look can be difficult to achieve but very much so worth it. Do you have any dye in your hair or is the color all natural? The risk of bleach is that is changes your hair, It'll be the same but it just won't cooperate as much, when dying it can be hazardous because if the color goes too light, there's the possibility of getting a chemical haircut. I'd reccomend going to a salon professional who knows what they're doing and explain that you're willing to do multiple sessions for the best results.

This should be easy. When you put color where you want it's called free form design. If you know what bleach is and how it works, then go and pick some up. Apply it to the places you want it, rinse, dry, and examine the color. It should be an ugly dishwater red/yellow. Reapply the bleach to the exact same places, rinse, dry, and examine the color. It should be mostly yellow with some red tint in it. Reapply the bleach to the exact same places, rinse, dry, and examine the color. It should be a medium yellow with little to no red in it. Go to your nearest salon and pick up a filler with a violent tint. Apply it to the exact same places, rinse, dry, and examine the color. Now it's white. If any unpredictable results take place then go to a salon. Or go to a salon from the beginning and save yourself the trouble. ;) The cost for a quadruple process will be over 100 dollars unless you let students do it or you're local and my friend. lol
