Ok so I have a problem as you can tell. I like this girl but all she does with other people is flirt, and I would love to go out with her, but if she is just gonna flirt with other people should I?

Talk to her. I'm a huge believer in communication and feel that it is the main cause between many relationships not working in the long run. I was in your situation at one point. I was head over heels for an upper classman in my school who flirted with people left and right, no matter their age. After months of sitting back I was sick of not doing anything so I talked to her and we hit it off straight from the start. Turns out 1) she had a thing for me too and 2) she didn't often intentionally flirt with people, it was just her personality. We ended up dating and even when she did flirt it didn't bother me as we were very secure in our relationship. Anyways long story short, talk to her. Despite the common notion that good things come to those who wait, the longer you wait the greater the chance someone is going to beat you to winning her heart. Inaction is your greatest enemy at this point.

Well, one one side of this, I know that many people would say to go for it, to give it a try and see how things go. On the other hand, people also say not to go for it because "the same way a girl acts before a relationship will be the same way she'll act during a relationship". My personal opinion, however, is that it would probably be best to avoid a relationship with her (at least for now), and just "play it safe". EDIT: Amor-ac-Luctus makes some valid points as well.

as said talk to her and see what happens to be honest she may not be flirting on perpose, it could be just her personality and people mistaking her for it..... i know i just mistaken all the damn time lol
